Alleged Detailed Threat Against Governor
A Seattle resident facing charges for allegedly threatening Washington Governor Bob Ferguson reportedly outlined an intricate and dangerous scheme during a hospital evaluation, according to court documents. Authorities indicate this plan posed a serious risk to the governor and those around him.
During an assessment, the individual, identified as Foster, allegedly informed a hospital caseworker of his intention to travel to Olympia and inflict harm upon Governor Ferguson. The caseworker promptly notified law enforcement, prompting an investigation involving Seattle police officers and Washington State Patrol detectives.
The details Foster allegedly provided went beyond a general threat, painting a precise picture of his intentions.
Court filings state that Foster purportedly described using public transportation to reach Olympia, then covertly observing the governor’s mansion to ascertain guard positions and their shift changes or break times. From there, he allegedly planned to identify a security vulnerability and forcibly gain entry.
Foster reportedly stated his willingness to injure or kill anyone who might obstruct his path to the governor.
Prosecutors assert that Foster believed an attack on Governor Ferguson would draw attention to grievances he held concerning his treatment while previously incarcerated at a correctional facility in Spokane.
He allegedly told investigators he would do "what he has to do" to achieve his desired outcome.
Legal Proceedings and Criminal History
Foster currently faces a charge in King County Superior Court for threatening to kill Governor Ferguson. Prosecutors have petitioned a judge to set his bail at $50,000 and impose a restriction preventing him from contacting the governor, arguing that he presents a danger to the community.
The case also highlights a history of prior legal issues.
Court records list Foster’s previous convictions, which include second-degree robbery in 2008, third-degree assault in 2009, and third-degree malicious mischief in 2023.
Furthermore, in 2025, he was accused of stabbing an employee in the face at a Ralph’s Thriftway store in Olympia after being greeted, according to the probable-cause declaration. Authorities documented that Foster claimed "voices in his head" instructed him to carry out the alleged assault and that he desired to kill police officers and politicians.
That particular case was subsequently dismissed after Foster was deemed not competent to stand trial, based on court records cited in the documents. The bail filing also references several other cases that were dismissed due to concerns about his competency, including 2025 charges of custodial assault and second-degree assault.
Court minutes indicate that Foster failed to appear for an arraignment scheduled for August 17, which resulted in a judge confirming a bench warrant for his arrest. He was later taken into custody at the King County Jail on an unrelated third-degree malicious mischief allegation.
