Court Blocks Plan to Move FBI Headquarters to D.C.'s Reagan Building, Upholds Greenbelt Selection

A federal judge has intervened to halt the Trump administration's initiative to transfer the Federal Bureau of Investigation's (FBI) headquarters to the Ronald Reagan Building in Washington, D.C. This decision effectively restores the Greenbelt, Maryland, location as the designated site for the bureau's long-anticipated new home.
Judicial Rejection of Relocation Plan
U.S. District Judge Theodore Chuang issued a ruling on Monday, asserting that the decisions made by the FBI and the General Services Administration (GSA) to opt for the Reagan Building were "not in accordance with law" and surpassed their statutory authority. The court further determined that the FBI's choice to reallocate previously appropriated funds for this move was arbitrary and capricious.
Administration Criticizes Court's Intervention
Following the court's decision, a spokesperson for the administration voiced strong disapproval.
"This is not the first time courts have tried to undermine the administration in its goal to make government more cost-effective for American taxpayers. The court has chosen to impermissibly intervene for political reasons. This FBI is mission focused and will continue the best course of action to meet the needs of law enforcement. Sycophants seeking to undermine the work of this FBI, which has led the largest reduction in crime in American history under President Trump, will not deter us."
Decades-Long Search for a New Headquarters
This judicial intervention marks the latest development in a dispute spanning over a decade concerning the replacement of the aging J. Edgar Hoover Building. Constructed in 1974, the current FBI headquarters has been deemed obsolete by the court, unable to accommodate all headquarters personnel, and failing to meet contemporary security standards.
In 2023, the GSA initially selected the Greenbelt, Maryland, site. This decision followed a congressional directive mandating the agency to choose from three pre-identified locations: Greenbelt and Landover in Maryland, or Springfield in Virginia. However, in July 2025, the FBI and GSA jointly announced an alternative plan to relocate the headquarters to the Reagan Building, situated within Washington.
Judge Chuang concluded that these specific congressional requirements for site selection precluded the agencies from unilaterally choosing a different location. The court explicitly stated that the Reagan Building was not among the three sites authorized by Congress, and therefore, the FBI's selection of it constituted an overreach of its statutory authority.
The ruling effectively prevents the FBI from proceeding with its proposed headquarters at the Reagan Building and officially reinstates Greenbelt, Maryland, as the chosen site. The judge clarified that any pursuit of a different location by the administration would necessitate a change in the existing law by Congress.
